Civil Rights compliance by New Mexico State University Cooperative Extension Service is mandated by federal laws and is directly tied to Extension's receipt of federal funding. Noncompliance may lead to loss of funding from our Federal partner.

Situation Statement

The Dona Ana County Extension Service recgnizes the importance of diversity and inclusion in the development and implementation of Extension programs. Title VI of the Civil Rights Act of 1964 states that no person on the grounds of race, color, religion, sex or national origin will be excluded from selection, trainings, advancement, and other benefits of employement. New Mexico State University Cooperative Extension Service has the responsibility to provide programming to all residents of New Mexico. These Extension programs must be handled in a manner that treats every customer and employee with fairness, equality, and respect. This applies to all aspects of Extension programs including identifying needs, setting priorites, allocating resources, selecting and assigning staff, conducting programs and receiving feedback.

Target Audience and Actions

Programming outreach will be provided to all Dona Ana County residents. All persons will be given equal access to the services/programs available through the Dona Ana County Extension Service. Program attendance will be archivecd to ensure nondiscrimination has taken place.

Short-Term Objectives

Agent will discuss civil rights at 4-H Council meetings and Leader Meetings at least twice per year.

Agent will make every effort to provide 4-H programming to all audiences.

Medium-Term Objectives

Agent will understand the basis on which program discrimination is prohibited in Extension programs.

All 4-H programs shall be accessible to disabled volunteers, clients and visitors.

A non discrimination statement will be used on all 4-H event advertisements and articles in the local media.

All necessary data will be filed in the file guide system.

Long-Term Objectives

Where and when appropriate, educational and promotional materials will be published in a language other than English.

Procedures will be in place to mainstream participants into other Extension programs to ensure total inclusion.

The file guide system will be understood and up-to-date.

Evaluation Plan

Evaluation will be based on review every five years.
