Plan Goal

This plan relates to a supporting role in youth outreach programming in the areas of Outdoor Classroom, Kids Cows & more, County Fair, 4-H, curriculum enrichment and other 4-H and youth development activities.

Situation Statement

Current situations in Quay County show that 35% of youth ages 13 to 18 drop out of school by their senior year. Like so many rural counties money for youth programs are little to non existant. Quay county's demographics are in line with state statistics with a 93.8% White and 39.6% Hispanic population. However, poverty levels seem to exceed that of the states average of 17.9% to Quay county's 23.5%.(2008 Census) High School attainment for Quay County is stated as 9th to 12th grade No diploma as 22.7%.

Target Audience and Actions

Participation in Outdoor Classroom activites, County Fair, and the Quay County Catch it Heifer Program will target youth development ages 8yr old or 3rd grade to 18 year of age. Serve in a supporting role to 4-H agent in areas of youth leadership development, character building, and other school curriculum enrichment activities. Additional roles will be in assisting other youth directed programming such as Earth Day and special event requests by teachers and youth educators.

Short-Term Objectives

During the year, youth participants will be involved in subject matter concepts through workshops, clinics, field days, and tours. Youth will gain knowledge in subject matter activities, leadership, career exploration, citizenship and other positive life skills. In addition, this reporting agent will gain knowledge through professional development in the subject areas of youth development, evaluation, curriculum delivery, and University policy.

Medium-Term Objectives

Develop agency relationships and partnerships with Tucumcari ISD, Logan ISD, San Jon ISD, NRCS, NMLB, NM Beef council, Mesalands Community College and other local and area agencies.

Long-Term Objectives

Youth participants will learn subject matter concepts through hands on activities, camps, clinics, and workshops. 4-H and other youth activities will increase participation by 5% along with a wider array of activities being offered in the county. In addition, the volunteer base for Quay County will expand as senior level youth and 4-Hers become the role models for younger participants. Staff will be able to more readily identify non traditional activities to expand events and projects as well as attract a more diverse volunteer base. With increase involvement youth statistics of completing high school will increase 5%. Career selection will result in an increase of Associate and Bachelor degrees by 3%.

Evaluation Plan

Evaluations will be organized in terms of the project being administered. Field days will be retrospective post test, curriculum enrichment each have an evaluation tool. Animal Projects can be measured in pre and post test materials, knowledge gained, and level appropriate skill. Census statistics will show improvements in social improvements within the last 5 to 7 years.
