Plan Goal

To comply with federal laws regarding civil rights and to increase the visibility and accessibility of programs provided by the Colfax County Extension Service to the citizens of the county.

Situation Statement

Colfax County Extension Service recognizes the importance of diversity and inclusion in the development and implementation of Extension programs. Title VI of the Civil Rights Act of 1964 states that no person on the grounds of race, color, religion, sex or national origin will be excluded from participation in or benefits of any program receiving federal funding. Title VII of the Civil Rights Act of 1964 states that no person on the grounds of race, color, religion, sex or national origin will be excluded from selection, trainings, advancement, and other benefits of employment. New Mexico State University Cooperative Extension Service has the responsibility to provide programming to all residents of New Mexico. These Extension programs must be handled in a manner that treats every customer and employee with fairness, equality, and respect. This applies to all aspects of Extension programs including identifying needs, setting priorities, allocating resources, selecting and assigning staff, conducting programs, and receiving feedback.

The racial/ethnic makeup of Colfax County according to the U.S. 2000 Census is 51.5% non-Hispanic, 47.5% Hispanic, 0.3% black or African American, 1.0% American Indian, and 0.3 Asian. In addition to the racial/ethnic makeup of the county, the population of 14,189 is characterized by diversity in nationality, gender, age, disability, social class, income, religion, educational and geographic background.

Target Audience and Actions

Civil rights compliance work is ongoing. Programming outreach will expand to all citizens of Colfax County. All persons will be given equal access to the services/programs available through the Colfax County Extension Service. Program participation will be documented to ensure nondiscrimination has taken place with specific attention paid to under-served and under-represented audiences.

Short-Term Objectives

The County Director, Extension agents and staff will participate in equal opportunity/diversity training as offered through NMSU-CES Centra presentations, civil rights workshops, and other available trainings.

The County Director, Extension agents and staff will make all reasonable efforts to reach underserved audiences by targeting specific needs of specific audiences.

All reasonable efforts will be carried out by Extension agents to ensure equal access and integration of 4-H and Extension clubs and will direct club leaders, volunteers, officers and members to respect the value of diversity in regard to the expectations for equal opportunity requirements.

The Colfax County Civil Rights File will be kept current by Extension agents and staff in preparation for the county civil rights review in the Spring of 2007.

The County Director will discuss civil rights efforts by each employee during monthly staff meetings.

Medium-Term Objectives

The County Director will ensure that internal and external advisory boards and committees will be diverse with respect to gender, ethnicity, geographical location and community representation.

Work facilities and chosen program locations are accessible to employees, volunteers, clientele, and visitors with disabilities.

Extension agents and program assistants will use nondiscrimination statements on Extension publications, including bulletins, leaflets, circulars, fact sheets, program announcements, and miscellaneous publications.

Extension agents and program assistants will utilize the public notification policy to inform the public of the availability of reasonable accomodations for individuals with disabilities.



Long-Term Objectives

County Extension staff and other volunteers will continue to be conscious of county diversity and conduct programs and events that are relevant to all.

All Colfax County Extension agents and staff will understand the NMSU-CES Civil Rights File Guide system and will keep civil rights files updated as programs occur.

Evaluation Plan

The Colfax County Civil Rights files will be reviewed by NMSU-CES specialists and administration in the spring of 2007. Recommendations made by the review team will be taken into consideration.

The County Director will review civil rights compliance by agents and staff on a quarterly basis.
