Plan Goal

This plan deals with writing state level publications. Report to this plan ONLY if you complete a project manual or other publication to be distributed statewide.

Situation Statement

Providing quality educational materials is a function of the New Mexico 4-H Program. Difficulty arises in identifying appropriate materials, keeping up with revisions to current publications and keeping costs affordable for counties and clientele. The State 4-H Office is continually working to identify funding sources, while creating and purchasing new research-based publications and curriculum. Another concern is access to current publications which is being addressed through electronic distribution by website, email, and resource CDs.

Target Audience and Actions

Youth, ages 5-19, Adult Volunteers, Extension Faculty and Staff, and Youth Development Professionals across New Mexico.

Actions:
Develop quality publications related to subject matter, leadership, citizenship, volunteer development and program management through the contributions of agents, graduate students and specialists.

Maintain and organize the State 4-H Curriculum Committee to insure curriculum quality and to better meet the needs of clientele.

Review project materials and curriculum kits in appropriate subject matter making revisions as necessary.

Insure all publications are in compliance with NMSU requirements, branding and affirmative action.

Revise curriculum catalogs to educate staff, volunteers and youth on available publications and resources. Distribute through County Offices and via the 4-H Website.

Continue alignment and maintenance of project materials in relation to the New Mexico Department of Education Benchmarks and Standards.

Short-Term Objectives

1. 85% State 4-H Curriculum Committee members will review current projects, discuss new curriculum and update progress on curriculum under revision through quarterly conference calls held in 2007 and 2008 to insure quality and timely resource materials for 4-H youth and volunteers.

2. By 2008, 100% of current 4-H Projects will have completed Greentop Project Summary Guides posted on the 4-H website to be accessed by agents, volunteers, youth, parents and teachers.

Medium-Term Objectives

3. 85% State 4-H Curriculum Committee members will review current projects, discuss new curriculum and update progress on curriculum under revision through quarterly conference calls held in 2009 and 2010 to insure quality and timely resource materials for 4-H youth and volunteers.

4. By 2009, 35% of all 4-H related publications will be accessible through web publication and County Resource CDs.

5. By 2009, three New Mexico developed curriculum books will be submitted for jury review by National 4-H Headquarters.

6. By 2010, Specialists will have increased identified and accessible resources and publications appropriate for underserved audiences such as Spanish publications and videos or webcasts with signing or subtitles by 10%.

Long-Term Objectives

7. 85% State 4-H Curriculum Committee members will review current projects, discuss new curriculum and update progress on curriculum under revision through quarterly conference calls held in 2011 and beyond to insure quality and timely resource materials for 4-H youth and volunteers.

8. By 2011, 100% of New Mexico 4-H Projects and Curriculum Kits will be on a five year cycle.

9. By 2011, 100% of New Mexico 4-H Projects will be in compliance with NMSU branding guidelines.

10. By 2011, sources of alternative funding to offset costs related to publication and distribution of materials will be increased by 10%.

Evaluation Plan

Specialist & State Staff Calendars and Impact Reports: Specialists and State Staff calendars and reports will serve as a record of completion dates, funding requests, review submissions and Curriculum Committee Meetings. (May apply to objectives: 1-10)

Project Record Forms: Review of Project Record Forms submitted by 4-H youth will provide tools for evaluating the long term effects of each project area. (May apply to objectives: 1, 3, or 7)

Appropriate Curriculum Kit Evaluation Instruments: Various Curriculum Kits contain evaluation instruments specifically designed for that curriculum. 50% of counties will conduct evaluations on at least one kit annually. (May apply to objectives: 1, 3, 7 or 8)

Annual 4-H Enrollment Report: The enrollment report will include statistics on project enrollment both statewide and by county related to project curriculum and curriculum kits to be used in assessing statewide needs. (May apply to objectives: 1, 3, or 7)

Pilot and in-field testing: Projects and curricula are pilot tested prior to adoption and purchase through sample groups. As feedback is collected through field use of publications, revisions are made to better meet the needs of clientele. (May apply to objectives: 1, 3, 7 or 8)
