Youth Development (Cibola County)

Plan Goal
Increase youth participation in the county 4-H program by reaching audiences which are underserved and utilizing resources that are untapped.
Situation Statement
In Cibola County there are currently only 77 youth from 11 clubs enrolled in the 4-H program with the majority of these being from the Grants/Milan area and most of the remainder coming from the Pinehill area. With areas like Acoma and Laguna Pueblos hardly represented at all. Even with in the Grants/Milan area there is several underserved audiences. With the majority of the population in the county not being reached the results of doing nothing could lead to the 4-H program falling into dismay. Some of the potential solutions for this problem are: to work more with the schools in the area bring some of the non traditional projects to the class room which will stimulate interest in the youth who may not know what all the 4-H program has to offer, working with the Acoma and Laguna Pueblos to develop 4-H programs and activities that meet there needs, and working with various organizations in the area to develop contacts and promote the 4-H program. Progress will be made when there is an increase in youth enrolled in the 4-H program and there is more of a balance in where with in the county the youth come from.
Target Audience and Actions
The first target audience is the youth and potential leaders of the Acoma and Laguna Pueblos. First contact would be made through schools and livestock associations on the pueblos. Through the schools non traditional 4-H would be introduced and hopefully interest in traditional 4-H would develop. With the livestock associations on the pueblos their are opportunities to develop traditional 4-H programs as a secondary part of their associations while teaching the youth about their heritage.
The second target audience is the youth of Cibola County ages 5-19 as a whole and their parents. One step taken to reach this audience would be to work with the schools and Future Foundation to introduce some non traditional programs and spark interest in youth who may not know what all the 4-H program has to offer, as I believe some of the problem in this area has to do with lack of knowledge about 4-H, the next step would focus on educating the community about 4-H by using various media methods, and since there is potential for more involvement on the traditional side promotion of the traditional programs and projects would be focused on as well.
Short-Term Objectives
Next year’s new member enrollment increased from that of this year.
Keep next year’s overall enrollments equal to those of this year instead of decreasing as we have over the past 5 years.
Increase number of programs done with the schools of the county during a school year.
Increased interest shown by Acoma and Laguna Pueblos in developing a 4-H program on the pueblos.
Medium-Term Objectives
Multiple years’ with new member enrollment increased from that of the year before.
Increase overall enrollments of 4-H members with in 3 years.
Continue and develop new programs for the schools in the county.
Begin development of a 4-H program on the Acoma and Laguna Pueblos.
Long-Term Objectives
Increase overall enrollments of 4-H members by 33%.
Number of youth reached by school programs will be increased by 50%.
Have a sustained 4-H program on the Acoma and/or Laguna Pueblos up and going.
Increase 4-H youth enrolled in traditional projects by 10%.
Increase 4-H youth enrolled in nontraditional projects by 25%.
Increase youth participation at district, state, and national events.
Evaluation Plan
Evaluation will be done by observing future, present, and past data on enrollment of Cibola county 4-H members. As well as observing what activities they participate in.
