Plan Goal
Civil Rights compliance by New Mexico State University Cooperative Extension Service is mandated by federal laws and is directly tied to Extension's receipt of federal funding.
Situation Statement
Lincoln county's population is characterized by diversity in ehtnicity, gender, education level and social and economic background. US Census figures show a population that is 27.1% Hispanic, 2% Native American, 69.3% Caucasian and 3.4% other races. Lincoln county experienced a 69% increase in population between 1990 and 2000. This was the second greatest county increase in New Mexico. Most of this population increase consists of people engaged in occupations other than the traditional agriculture that sustained the county economy for generations. This shift in demographics has led to a change in the kind of requests for information from the County Extension Office.
Target Audience and Actions
Cooperative Extension programming is available to all citizens of Lincoln county. Clientele will be made aware of program availability through public notification and all other reasonable efforts.
Short-Term Objectives
All Extension employees, 4-H leaders and other volunteers will make all reasonable efforts conduct programs that include all segments of the county population.
Notification in print and other media will stress availability of programs to all citizens.
All correspondence will contain the "anti-discrimination" clause.
County staff will participate in EEO and/or diversity training when available
Medium-Term Objectives
The Lincoln County Civil Rights File will be kept current.
Advisory committee makeup will reflect county population makup.
County programs will reflect county demographics.
County staff will participate in EEO and/or diversity training when available.
Federally mandated Civil Rights/Equal Opportunity plans will ensure the Extension education benefits and employment opportunities are provided to Lincoln county citizens on a non-discriminatory basis.
Long-Term Objectives
County Extension staff, 4-H leaders and other volunteers will continue to be conscious of county diversity and conduct programs that reflect Lincoln county demographics.

Evaluation Plan
Review percentages of groups according to ehnicity, gender, etc. that take advantage of programs. Civil rights reviews will be conducted in each county every five years by a team of reviewers representing different program areas.
