Plan Goal

Youth in Rio Arriba County will be assisted through education with emphasis on hands-on learning experiences and promotes life skills knowledge that will empower them to become productive members of society.

Situation Statement

Youth development research emphasizes the importance of meeting the four basic human needs of belonging, generosity, independence and mastery. Studies indicate that youth whose needs are met in positive ways are likely to develop into active citizens and contributing members of their families and communities. Rio Arriba County 4-H Program strives that for every youth involved in the program, will have the opportunity to participate in 4-H experiences that strengthen a young person’s sense of belonging, generosity, independence and mastery.

Just under 22% of Rio Arriba County population is age 15-19 (Missouri Census Data Center 2005). Rio Arriba County 4-H Youth Development Program is committed to delivering research based educational curriculum and related learning experiences for youth in club, school enrichment, and special interest. Work in this area includes 4-H and other youth programs and activities that promote positive youth development. These educational activities facilitate the development of life skills, citizenship and leadership, fostering a sense of belonging and independence, providing opportunities for mastery, and creating a spirit of generosity. Through projects and activities in 4-H, youth have many opportunities to develop life and leadership skills that include responsibility, self-confidence, self-esteem, communication skills, teamwork and decision making. These skills are introduced, developed and expanded throughout a lifetime.
In order to prepare all our youth to become knowledgeable, productive citizens, they must possess basic life skills. Families of young children need the skills to work with their children to develop their learning potential. 4-H is challenged to help more youth gain knowledge and skills in consumerism, nutrition, personal development, animal science, plant science, natural science, engineering, and creative arts. Through 4-H youth and adults throughout the County will be able to become involved in community groups, school programs, or special activities.

Target Audience and Actions

Youth ages 5 to 19 are targeted to learn life, leadership and citizenship skills through: Project Work, Special Interest Groups, School Enrichment, Competitive Events, Fairs, Clinics, Workshops, Record Books, Camps, Community Service, Public Speaking, Elected/Appointed Offices, etc.

Short-Term Objectives

During the 4H year, 100% of Rio Arriba County Youth will be provided hands-on curriculum and learning experiences that will enrich there lives.

During the 4H year, youth will be provided accessibility to 4-H Cloverbud programs, Special Interest, and School Enrichment programs.

Medium-Term Objectives

98% of both Youth and Adults with 2-3 years experience will gain subject matter knowledge and skills to improve their personal lives.

School Enrichment and Special Interest programs will be presented to schools and groups. Encourage Cloverbud enrollments among 5 to 8 year old youth and their families.

Long-Term Objectives

98% of the young people with at least 4 years experience in the county will gain knowledge and develop skills through involvement of 4-H projects and activities.

Learners will be able to make knowledgeable decisions about their personal lives, establish positive life goals, and relate effectively with others.

Evaluation Plan

Membership enrollments will be evaluated for participation in projects and activities as well as through pre and post examinations on knowledge gained when deemed appropriate. Observations of skills learned and accomplishments will also be determined
