Situation Statement

Positive youth development helps young people become competent, caring, contributing, confident, connected and capable through a variety of learning experiences with caring adults.
Just less than half of New Mexico’s 500,000+ children under the age of 18 live in high poverty neighborhoods (Kids Count census 2003) a large percentage being in the Albuquerque area. There is a great need for high quality out-of-school-time programs in Bernalillo County to serve these at risk children and their families when they are not in school.

The Urban 4-H program is committed to help train and assist adult volunteers and youth development practitioners in Bernalillo County in hopes of increasing quantity and quality of youth opportunities and programs available to all children. Through volunteerism in the Bernalillo County 4-H Youth Development Program youth gain the opportunity to identify and form caring relationships with supportive adults.
The Urban 4-H program works closely with traditional 4-H in Bernalillo County to support and recruit potential 4-H adult volunteers and youth participation. 4-H volunteers provide guidance to youth throughout their 4-H activities and experiences which contribute greatly to the development of important life skills among 4-H youth. Through volunteerism in the Bernalillo County 4-H Youth Development Program youth gain the opportunity to identify and form caring relationships with supportive adults.


Target Audience and Actions

Adults (over 18) who are working with youth audiences in Bernalillo County, 4-H volunteers specifically but not limited too.
This audience would include adult workers and volunteers who work with Out-of-School-Time programs including City of Albuquerque and Bernalillo County after school programs and other members of the New Mexico Youth Forum, Out –of-school-time network who request training.
Actions:
Assist the other 4-H agents in Bernalillo County with the mandated screening process beginning October 2006 for adult 4-H leaders.

Urban 4-H agents serve as a resource to the county for leader education and adult workers of youth programs, subject matter expertise, and general support.

4-H project curriculum and training of new project curriculum will be provided to 4-H members and volunteers.




Short-Term Objectives

Assist the other 4-H agents in Bernalillo County with the mandated screening process beginning October 2006 for adult 4-H leaders.

Serve as a resource to the county for leader education and adult workers of youth programs, subject matter expertise, and general support and will be avalibe for training or assistance as requested or as a need arises.

4-H project curriculum and training of new project curriculum will be provided to 4-H members and volunteers.

Prepare and present workshops at various county venues on Positive Youth Development and other related subjects upon request or as the need arises.
Awareness of positive youth development practices will incease in the audience who participate in these trainings both in formal and informal settings.

Medium-Term Objectives

Each year new 4-H volunteers will complete the application and screening process before they begin their 4-H volunteer opportunity. 100% of volunteers will be screened.

Assist the other 4-H agents and Extension agents in Bernalillo County by developing new learning and training opportunities as well as support on going efforts to support adult volunteers and professionals working with youth in the community. Every effort will be made to reach more youth and volunteers each year of the urban 4-H program.

Adults in the youth development field will develop positive learning environments and a variety of educational experiences which will allow youth to develop important life and subject matter skills. 4-H curriculum and models will be used in this endeavor.

Long-Term Objectives

Urban 4-H agent will serve as a resource to Bernalillo County, including instructing at 4-H leader education programs, Positive Youth Development best practices, Assets Approach to Community and Youth Development, and other topics requested.

Train the trainers opportunities will be provided to youth development workers (either volunteers or paid professionals) in positive youth development, age appropriate practices and other topics requested. Each year additional training topics will be added and new audiences reached by 25%.

Urban 4-H agent will maintain a library and develop materials to support volunteers and professional youth practitioners in leader education programs and relevant, current youth topics as practitioners need and request.

Urban 4-H agent and adult volunteers will maintain the role of providing adult leader and professional youth development workshops at statewide, regional and national events upon request. Number of workshops and training opportunities will increase by 25% yearly.

Evaluation Plan

Adult Youth Practitioners Workshops: Evaluations conducted at local and statewide training event audiences measure knowledge gained, usefulness of information and quality of presentation.

Program evaluation will be created and implemented to determine knowledge gained, attitudes changed, skills learned, or practices adopted of 4-H volunteers and professional youth development workers.

The number of 4-H adult volunteers and professional youth development workers will increase in Bernalillo County.
Audiences served will increace each year by 25%.

Requests for additional assistance and training locally and around the state in the areas previously mentioned.
Every effort will be made to meet these community needs 100%.
