Plan Goal
This plan deals with Project Work; Special Interest; School Enrichment; Competition; Clinics; Workshops; Outreach Efforts; Camps; Junior/Teen Leaders; Anything related to YOUTH programming.
Situation Statement
The Albuquerque Public School (APS) district is the largest in New Mexico. In the 2004-2005 school year, 93,338 students attended one of 127 APS schools (US Census Bureau). APS consists of 80 elementary schools, 26 middle schools, 11 high schools and 10 alternative schools. The APS district employs nearly 12,000 full-time staff. There are also over 70 parochial, charter and private schools serving 15% of Albuquerque’s children.
Just less than half of New Mexico’s 500,000+ children under the age of 18 live in high poverty neighborhoods (Kids Count census 2003) a large percentage being in the Albuquerque area.
The urban 4-H program in Bernalillo County is committed to delivering research based educational curriculum and related learning experiences to youth around the county both at schools and out-of-school-time sites who might not have the opportunity to be a part of the traditional 4-H club model. These educational activities facilitate the development of life skills, citizenship and leadership, fostering a sense of belonging and independence, providing opportunities for mastery, and creating a spirit of generosity.
Through projects and activities in 4-H youth have many opportunities to develop life and leadership skills that include responsibility, self confidence, self-esteem, communication skills, teamwork and decision making. These skills are introduced and expanded throughout a lifetime.
Target Audience and Actions
Urban youth in Bernalillo County ages 5-19 are targeted to learn life, leadership and citizenship skills. These groups consist of; School Enrichment, Special Interest groups, Out-of-school-time program, camps, and Faith Based groups.
Adults leaders will be trained to implement the 4-H programs and lessons.
Urban 4-H will work directly with as many youth groups who request program, lessons and activities as is possible to do.
Short-Term Objectives
100% of the Youth served will learn subject matter concepts through hands-on experiences such as camps, out-of-school-time settings and school enrichment programs.
100% of Youth who participate will learn through 4-H opportunities and events that develop cognitive skills, teamwork, leadership and citizenship potential.
Youth will have the opportunity to be exposed to 4-H projects and curriculum and participate in many of those projects throughout the school year and in summer programs and camps.
Urban 4-H agent will increase professional and personal skills related to life skills and youth development by receiving quality training through theory and subject matter training by 100% of the youth served.
Medium-Term Objectives
In addition to the above stated, urban 4-H agent will increase the number of children by 25% between the ages of 5-19 who have opportunity to participate in and learn the many things that 4-H can offer them.
At least one New 4-H clubs will form in Bernalillo County for some of the children who have not had opportunity to be a part of 4-H in the past. These clubs will target “at risk” populations.
Long-Term Objectives
In addition to the above stated;
Youth participating in the urban 4-H model will have opportunities to be a part of the leadership County Council of Bernalillo County 4-H, participating in state and national 4-H opportunities.
4-H efforts through school enrichment, special interest groups and out-of-school-time programs will continue to grow and sustain themselves at 50% as additional volunteers, service learning students and staff help out with these groups.
Evaluation Plan
Program evaluations will be conducted at the sites of the urban 4-H programs in Bernalillo County after on going projects or events are completed.
These written evaluations will be used to measure the effectiveness of the program and to make improvements for future endeavors.
Annual reports by urban 4-H agent will provide tools for evaluating the long term effects of 4-H opportunities in many urban settings.
Interest surveys will be conducted by the urban 4-H agent in and effort to offer relevant and enjoyable 4-H projects and programs.
Like Skills Evaluation System; designed to measure life skills related to decisions making, wise use of resources, communications, accepting differences, leadership, useful/marketable skills, healthy life style choices and self-responsibility depending on the topic. This tool will be used as an evaluation when a program is conducted for more than 6 hours of contact time and for students in the 6th grade or above.
